Review
of International & Other Psychology Degrees For
State Licensing Boards
In 1997, the Maryland
State Board of Examiners of Psychologists asked the
National Register of Health Service Providers in Psychology
("National Register") to evaluate doctoral
programs of individuals trained in countries outside
the United States and Canada and from other non-designated
programs to determine the eligibility of applicants
for admittance to the state licensing exam.This action
was taken in order to open the application process
to graduates of doctoral programs previously not eligible
for licensure in Maryland.

as an Approved Resource and/or have utilized the services of the National Register for Evaluating Doctoral
Degrees:

Previously,
the State of Maryland required individuals applying
for the licensing exam to be graduates of doctoral
programs that had been evaluated by a committee
comprised of representatives from the Association
of State and Provincial Psychology Boards ("ASPPB")
and the National Register. Although the Designation
Project was initiated by the National Register
in 1980, since
1987,the ASPPB and the National Register have
jointly evaluated doctoral programs in psychology
and listed those that meet established Guidelines
for Defining a Doctoral Degree in Psychology in
the now online listing of "Doctoral
Psychology Programs Meeting Designation Criteria." |
The ASPPB/National
Register Designation Committee typically does not
evaluate programs outside the U.S. and Canada, U.S.
programs that existed prior to 1981, Canadian programs
that existed prior to 1988, or programs that were
discontinued and never listed as meeting established
criteria. As a result, graduates of such programs
were not eligible for licensure in Maryland. As a
result of the new review procedures, graduates of
such programs may now apply for admittance to the
Maryland licensing exam.
The evaluation of international
doctoral programs in psychology performed by the National
Register for the State of Maryland is done by senior
reviewers, all licensed psychologists, who are knowledgeable
of guidelines and issues relating to U.S. and international
doctoral programs in psychology. All applicants for
licenses to practice psychology in the State of Maryland
whose doctoral programs are reviewed by the National
Register are given the opportunity, if necessary,
to provide additional information should questions
arise during the review process. In addition, an opportunity
to appeal the decision is also granted, should it
be necessary. Following review by the National
Register, the Maryland State Board of Examiners of
Psychologists makes the final decision regarding whether
an applicant is qualified to sit for the licensing
exam. There are two different applications and
fees: one for US/Canadian doctoral programs ($195)
and one for international doctoral programs ($295),
effective 9/1/2006.
